Make a new post and then go to the bottom before clicking [post thread] and check the box for [I want to post a poll]

Hi Wing,
I have noticed when writing that there is a link to add in PHP.
Is php like PHP 5 scripting language that we can use to some extent?
I cannot seem to find a post explaining how to use this on the site, as such please explain what it is and what it can be used for, or direct me to a post that explains it.
