If you want action sequences only, Chapter 12 is a good place to stop.

If you need a hint of politics, Chapter 16 is far enough (although Chapter 26 is where the full blown politics come out, but thats way too far.)

Honestly, just read as much as you want. Most people stop at Chapter 8
