What does the little red chat box mean beside active forum topics

Sup,
When perusing the forums each message has a red chatbox next to it if you haven't read it. And the red goes away after clicking on it., My question is: why do some of the topics have circles around them?
Like this:

If it's red then there are new posts in the thread you haven't seen yet
If there's a circle around the speech bubble then you have left a post in the thread
