Ah, a plot template is a generic outline or chart of a story structure.  A writer takes a template they like and fills in details to get an outline or chart for the story they want to write (or edit, if you are doing a sweeping rewrite).  A plot template can also be called a beat sheet (this is from the screenwriting side of the writing community.)  The Hero's Journey is perhaps the best known plot template.  Save the Cat and Romancing the Beat are also fairly popular.  There's also a mystery-specific one that I have forgotten the name of.  All of these describe what is supposed to be in the beginning, middle (sometimes divided into multiple acts), and end of a story.
