I guess it might look more dead than it actually is.

The impression might be increased quite a lot by bugs in the forum software. (Like "Recent threads" containing threads with no post for more than a year. And prominently showing a date with every post that is usually many years in the past while the actual date of the posts is disguised quite well)

It depends on what you want to use the forum for.

forums that were used for social interaction are basically dead, yes.
but forums that were used for project working are still around, because you can't work on a project if older posts are vanishing in a messaging mess.

I know quite a number of forums that are still extremely active, but those are usually forums that have a purpose beyond socialising.

Not just the forums, but I find that readers on RR prefer to be silent. 

I don't have hundreds of followers, but I have a decent number of them (and I'm sure there are even more readers than that), but they hardly say anything in the comments section of my chapters!  (And I was really hoping to get some reader feedback too.) 

So I think it's just the 'personality' of RR that it's so silent here. Don't know how it got that way though.

Dude I never get any comments either. Well, I had like 2, maybe 3 people who commented on most chapters of my fan fiction when it was running, but I think that updated too quickly for most people to keep up. For my other stories though, there haven't been any regular commenters yet. But I know there's a couple dozen readers, so... hmmmm
